Boy in a library The Public Libraries and Museums Act (1964) governs public library services in England and Wales. Local authorities have a statutory obligation to provide a "comprehensive and efficient service". Also, the Equality Act (2010) includes a public sector duty applicable to public library authorities. Finally, the Human Rights Act (1998) includes sections on freedom of expression and prohibition of discrimination.

So, it may surprise you to know that public libraries are statutory services and not just a noble " add on " when times are good.

Beware of any plans to cut or curtail library services.
