Sustainability and Transformation Plans (STPs)

A major development in the NHS which will shape planning for the next 5 years.

NHS England requires every area to produce a Sustainability and Transformation Plan (STP) as part of the NHS Five Year Forward View. STPs are local blueprints that every part of the country will need to produce for “accelerating its implementation of the Forward View”. The “most compelling and credible” STPs who will receive the earliest additional funding will be judged on the reach and quality of the local process, including voluntary and community sector (VCS) and local authority engagement.

In Leeds, health and the CCGs are increasingly important relationships and sources of support for local VCS organisations. In other places across the country where VCS organisations value (and want to increase) this relationship they are already getting involved in supporting the development of STPs. Locally, the STP should give the VCS a new opportunity to develop its relationship with the partners in the local health and care system (as NHS England calls them) – as they will need to show they are engaging effectively with the sector.

The attached briefing aims to give you an overview of STPs and suggest ways the VCS in Leeds can make the most from this opportunity.
