The government has recently launched a public consultation, to gather views on the draft Community Scrutiny Framework – National Guidance for Community Scrutiny Panels and the associated Terms of Reference (ToR).
The consultation is online at National guidance for community scrutiny panels – GOV.UK (www.gov.uk)
Community scrutiny panels (CSPs) allow members of the community to review local police interactions with the public, including the use of police powers, and provide feedback to police and crime commissioners (PCCs) and the police. This can aid public understanding of how and why police powers are used, and help PCCs and police forces to learn lessons, improve services and ensure greater police accountability. Feedback can also help police officers to use their powers more confidently, with the backing of their communities, leading to better policing outcomes, which can improve public trust and confidence.
The framework recommends key principles to assist PCCs and police forces to establish and maintain effective local CSPs and ensure a consistent approach nationally.
The public consultation seeks to gather a broad range of views on the draft framework, ToR, and on how scrutiny processes can be improved to help the police to tackle crime and serve their communities more effectively.
The consultation will end on 19 October 2023. Responses can be completed via a short online survey or emailed to CSFconsultation@homeoffice.gov.uk
Feedback will help inform any further refinements the framework. We intend to publish the final version in the Autumn in collaboration with the Association of Police and Crime Commissioners.
Thank you for your involvement and input thus far in developing the draft community scrutiny framework.
