Public health opportunity to tender for young people’s sexual wellbeing service

Added: 27/04/2026

Leeds Public Health is commissioning “Well Wave Plus” to extend and support their Well Wave Youth Sexual Wellness partnership and to help ensure all young people in Leeds can access sexual wellbeing, and sexual health equity.

They want to make sure local partners who are positive about young people, sexual health and who are rooted in different local communities who face health inequity, know about the opportunity. The tender is capped at £300,000 for a 36 month programme.

You will find some introductory information here, but to see all the information, and to bid, please register with the tendering system here: https://leedscitycouncil.ukp.app.jaggaer.com/esop/ogc-host/public/leedscitycouncil/web/login.html

Deadline is May 20th 12:00

More information about the tendering system is noted at the end of this article.

Vision and outcomes (This is a summary. Full information can be found within the tender system)

The vision is for all young people in Leeds to have equitable access to the knowledge, skills and resources required to maintain and/or improve their sexual and reproductive health, within a culture protecting and promoting sexual rights.

According to the World Health Organisation, the ability to achieve sexual health and wellbeing depends on; access to comprehensive information about sex and sexuality; knowledge about risk and vulnerability to adverse consequences of unprotected sexual activity; ability to access sexual health care; and living in an environment that affirms and promotes sexual health.

Although this is a non-clinical contract, the service will contribute to improving and protecting the sexual and reproductive health and wellness of young people aged 13 to 24 in Leeds, with a focus on seldom seen, most at risk, and groups not currently seen or supported appropriately, through:

  • Increasing the number of safe, trusted places where free, positive, non-judgmental, and confidential sexual health and relationships conversations can be had, particularly for those young people who will not/cannot attend mainstream services.
  • Reducing barriers to accessing condoms, lube, dams, pregnancy tests and STI self-screening kits, by addressing cost, embarrassment, stigma and concerns about confidentiality.
  • Improving the uptake, acceptability and effective use of condom products and self-screening by raising awareness of their role in supporting and maintaining good sexual health.
  • Increasing general awareness of how to stay sexually healthy, including the benefits of using a reliable method of contraception, wider preventative methods, vaccines and treatments, and where to access these. Supporting young people to explore their thoughts, beliefs, and aspirations around relationships in a positive and reflective way. This includes helping them build knowledge, skills, and supportive connections that promote their overall wellbeing, strengthen their ability to navigate the challenges relationships can bring, and reduce the likelihood of experiencing or causing harm.
  • Increasing awareness of the potential harms associated with other risk-taking behaviours (e.g. alcohol and drug misuse) and where to seek appropriate help and support.
  • Improving self-regard, confidence and skills to negotiate safe and consensual relationships and sex.
  • Reducing levels of stigma around seeking support for sexual health, contributing to Fast Track Cities ambitions.
  • Ensuring young people that need more specialist or clinical support are signposted swiftly and appropriately, reducing health inequity by improving timely access to emergency medications and healthcare
  • Ensuring all young people have a safe person to support them as they navigate relationships and sex, who will see and support them as the person they are in the context they live.
  • Ensure all young people have access to sexual wellbeing, sexual rights, and positive agency, and can visualise and expect positive experiences for themselves.
  • Support structural change, by inputting insights that support the youth and sexual health workforce to build cultural competency, understanding and skills, and to improve the access and appropriateness of services, resources and support to young people with different experiences, identities, hopes and needs.

The service will contribute to the city’s overall ambitions to:

  • reduce the number of unintended teenage conceptions and improve outcomes for those involved in a pregnancy
  • reduce the incidence and transmission of STIs and HIV in young people and associated stigma
  • reduce levels of sexual harm, relationship abuse and exploitation in young people.

The service will strengthen Leeds’ ambition to be the best city for children and young people to grow up in, particularly the Child Friendly Leeds Wish 9 – children and young people have the support and information needed to make healthy choices.

In-scope populations would include but not be limited to:

  • young people denied basic needs by poverty and deprivation
  • LGBTQ+ young people
  • young people with SEND or neurodiversity
  • young people from migrant communities
  • racialised young people and those with lived experience of trauma, discrimination or expectation that services will be culturally inappropriate.
  • young people who are not engaged in employment, education or training, or not connected to any services
  • young parents/carers
  • young people who are care experienced
  • young people involved in the criminal justice or social care system
  • young people living in areas of the city where there is no current Well Wave provision.
  • young people who find it hard to access physical, in-person provision.
