Report: Shaping the Community Anchor Model for Leeds
This report primarily focuses on the Community Anchor Model; a network of third sector organisations currently being set up in each ward across the city. Each ward will have a third sector organisation acting as the ‘Anchor’ who will establish close relationships with organisations in their local area, while also having valuable links with organisations and networks from multiple sectors across Leeds.
Voluntary Action Leeds is very pleased to introduce our latest Research and Evaluation report; Shaping the ‘Community Anchor Model’ for Leeds.
This 69-page report contains research exploring the new Community Anchor Model being developed in Leeds, with a range of views included from key stakeholders across the Third Sector, Health and Leeds City Council.
The Community Anchor Model has arisen as a result of the Community Care Hub Programme. which were set up during the Covid-19 Pandemic to provide communities with essential support. This programme is also being evaluated in a separate Community Care Hub Report which is available to view on DoingGoodLeeds.

Through these connections the anchors will aim to empower the communities in their ward, bringing groups in their local area together and providing a platform for local communities to be involved with wider services and networks in the city.

There are high hopes that this model can have a large, positive impact on the structure of cross-sector relationships in the city, aiming to initiate a new, bottom-up structure where the voices of communities can have a significantly higher impact.
Our report into Shaping the ‘Community Anchor Model’ for Leeds therefore explores this potential impact, identifying how the model can be shaped to benefit communities in Leeds as well as key challenges for those involved with the model.
