Third Sector Resilience in Leeds: Before and during COVID-19

The survey sought to capture the impact of COVID-19 emergency arrangements on the third sector. It asked third sector organisations to provide feedback on:

  • sector viability in the light of changing income and expenditure,
  • pressures on communities and changes in volunteering,
  • their ability to adapt to changing circumstances and positive experiences.

Third Sector Leeds’ Leadership Group has considered the findings from the survey and has made recommendations for the third sector and its partners that could help to reduce the impacts of the crisis and capture the key positives of new working practices and changed relationships.

Taken together, the findings suggest that COVID-19 is putting severe strain on the third sector and that sustained funding and other resources will be required to ensure that the third sector can continue to meet the needs of communities in Leeds.

It is worth noting that this report is set in the context of severe financial pressure on other partners, notably Leeds City Council, and that TSL stands with national third sector infrastructure bodies and our local authority partners in calls for central government to review the support it is providing to critical locally focused service providers.
